I opened a dispute due to seller sold me a non-working item and denied to issue me a refund. He finally agreed to issue me a refund after going back and forth. Buyer stated he issued a refund but says that the payment was "held refunded". What does this even mean?
What do I do from here? Dispute case is still open and I have the ability to either close it or escalate it to paypal.
I do not see any refunded funds in my paypal account.
