Buyer's account used without his knowledge and paypal is charging me a fee £14

I sold a phone on ebay on 6th of November 2020 and after few hours I received an email from paypal that do not post this item as buyer's account was used without his knowledge
I did not post that phone and couple of days ago paypal opened a dispute on my account on behalf of buyer's bank.
I allowed that dispute to refund to buyer but Paypal has charged me £14 for something which is not my fault and out of my control
I called to your customer services twice and they did not give me any valid reason for this charge and disconnected my call
I will keep calling and texting you unless you will give me a reason that why shall I pay you £14 when somebody breached your security and used your customer account to buy stuff from me. Where is my fault in this whole process; you as paypal should be ashamed of your self for this breach and pay the penalty.
