Buyer returned damaged item 4 months later

Buyer opened dispute on paypal after purchasing on ebay four months ago
I have paid ebay fees and paypal fees. buyer alleged item had sparks coming out of it but nothing else - no such issues are present with the system
I have received the returned item today and it is badly damaged - how can it be acceptable to issue a full refund?
The damage looks like it was there before transit, clearly the buyer has done something to the machine it was not sold in this state
My terms of sale were 30 day return policy - this is outside of 30 days
The case only allows me to state I received the item - what do I do now?
