Buyer refusing to return incorrect item

I was mailing out 100 different items to people and I got two of them mixed up.  I provided pre-paid labels to each of the buyers, requesting that they send their item to the other person.  One buyer did, and the other didn't.  Now the buyer has the correct item and the incorrect item.  I've attempted contact multiple times via facebook, the original sale post, and email to no avail.  Do I have any recourse on PayPal, or am I just out that item/money, since I will be refunding the original buyer that now has no item?
