Buyer protection is useless!!

I'm having a problem with buyer protection. I purchased a sea glass Christmas tree for $32. Not a lot of money. I received a tiny little plastic tree. I filed a claim. Seller offered me a $15. I refused in principal. Why should China get $17 for a 3"plastic tree that's crooked! After waiting weeks and the dates changing for resolution, PayPal just told me I have to file a police report or file with an agency on internet fraud! What?? I don't have all the banking information because I used PayPal so I can't file and the cops told me to take it up with PayPal. It's a scam and I'm not using PayPal anymore. I've been a loyal customer and have spent thousands through them. I'm not exaggerating. Are you freaking serious?

Did you open a dispute for item received or not as described?

Did you escalate the dispute to a claim?
