Buyer issue

Buyer has bought an item from me, which i dispatched, within the agreed timeframe, to the agreed Paypal address by tracked royal mail ( i provided a tracking number).

 

The parcel is NOT lost but still in the Royal mail system for delivery, The buyer wants to change the delivery address, as she is not available to sign for the parcel. she also says she now wants a refund as she won't be at the address to sign for the parcel, and hopes the parcel will get back to me at some point in the future,  she says either way it doesn't matter as i will have to issue a refund ?
Please help i don't know what to do as buyer won't have returned the item but wants a refund.

why don't you ask Royal mail what is the problem?

if he files item not received and it shows in transit,you could lose.
