Hi - the buyer has said they’re not happy with the item I sent them - they’ve shown there was damage I didn’t notice. I want them to send the item back to me so I can see it. How do I issue a refund that ensures they send the item back?

You don't, you tell them to return it and once you have received it then you can issue a refund AND if you want to then you can use the friends/family option to send them the return fees costs.
