I am planning to order a phone from Offerup using PayPal, and I was wondering if they were to scam me, would I be covered by Buyer Protection?

Send payment as goods and services to get purchase protection and pay with a credit card for broader protection. Keep in mind that purchase protection is not a warranty, guarantee, or insurance and has it's limits. You should read about how it covers you (or not):
