Buyer Protection - Delaying Refund

Hi,
An item I purchased turned up damaged and the seller promised a refund if I returned it. I made sure I raised the refund request with Paypal first and he said he would refund as soon as he got it back. When he got it back, he kept claiming he didn't know how to refund it, couldn't find the page etc. then started ignoring me, so I raised my claim to a dispute. I uploaded the tracking details of the return and have messaged through Paypal multiple times. It was due to be settled in a couple of days, but he's now prolonged it by asking for a return, even though proof of delivery is already in the dispute. How can I stop the seller from prolonging it? Is someone at Paypal able to look at the notes and settle it in my favour? The guy is clearly just trying to not process the refund.
