Buy on Ebay, payment thru Credit Card. Can open Paypal Dispute?

I am a Buyer, payment made thru Credit Card on Ebay. The item received from is not as described. 

My Credit Card is linked to PayPal, Without payment thru Paypal, could I file a Dispute thru Paypal?
