BudgetAir and 180 Day Rule

Hi has anyone had any problems with refunds from BudgetAir. I booked flights via them in February20 for travel in October20 which were cancelled in July by the airline. The airline refunded BudgetAir 12 August, 8 weeks ago (with a maximum of 7 days to reach their account), but BudgetAir won't refund. Every email I send is replied to with a standard response stating that delays in refunding are down to the airlines which in this case is not true. PayPal are not taking any responsibility because of the 180 day rule. How can 180 days apply to Oct flights booked in Feb. From online reviews this is not a one off case and would like to know if any other customers are having the same problems so that PayPal can look into this companies activities in more detail.  Thanks.  Ann Refund
