Bought goods, paid by goods and services, get scammed and still didnt get refund. please help me

Paypal is not answering to my email. My dispute was closed and i cant open it again.

We're going to need a lot more detail than this in order to try and figure out where things went wrong.

What did you purchase? What was the funding source of the transaction? Did the seller provide tracking information for delivered goods? How did you "get scammed"?

I simply sent him money by goods and services. Next day he told me he shipped it but he didnt send me tracking. Next day when it should arived but it didnt i tried text him but he just blocked our comunication. I bought "Supreme See Pouch" i didnt have money on paypal so money went from my bank account. Thanks for help

I have also just experienced the same problem- bought something from someone using goods and services through PayPal, they said they'd shipped item but though each time I asked about delivery info they ignored me. Item has not arrived, they have not updated PayPal with any kind of receipt or invoice, and surprise surprise they are no longer responding to my attempts to communicate with them. I have started a dispute, but they don't seem to be responding to that either so will leave it a couple more days and if nothing is heard from them I will escalate to a claim. I'm not sure where I stand though as this was just a person and not a shop as such that I was buying from. I have taken screenshots of all correspondence leading up to sale and immediately afterwards til they stopped. It would appear they have blocked me. And the transaction is showing completed in my PayPal account. I too paid by debit card, and my bank also shows the money has been paid.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2.Near the bottom of the page, under 'More about your account', click Resolve a problem in our Resolution Centre.
3.Click Dispute a Transaction.
4.Select the button beside the transaction you want to dispute, then click Continue.
5.Select ‘Item dispute’, click Continue and follow the on-screen instructions.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

When im trying to open a case it says "

Unable to complete your request

We're unable to file a case for this transaction. You can contact Customer Service for further queries.

 "
And i cant do anything else.
