Document, record, screenshot and save as much evidence that you currently have and anymore that you can discover about your victimization and this fraudulent activity. You will be given the opportunity to submit any and all information that you have. If you have more data to submit than is allowed in your original dispute claim you will be able to add more afterwards. Message PayPal’s chat and ask about the dispute concerning this issue. Eventually they will ask you if you have more information pertaining to your case and be given a link to submit more files. If you want your money back you must be persistent about this.

Chinese Web Sites or on Social Media ads easy to spot (once you know the below signs) so buyer beware.

1. No return address on the returns policy............thats because the site will look as if its in your country (where they despatch goods from) BUT they will ask for returns to go back to China (returns depot) at a shipping cost nearly always more than the item is worth.
2. No contact telephone number............if you click on contact the most you will get is webmail or an email address.
3. No company address information.
4. Great looking items at bargain prices that turn out to be tat.

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item OR service
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. Paypal will review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If you lose because seller provides a fake tracking number (likely) then post back for more advice.
If the item arrives and its tat the make sure you CHANGE the dispute quickly before it closes to 'not as described'.
If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I was scammed by this company back in November 2020 for a PS5 console, they sent me a cheap Iphone 10 case with the tracking number that matched the invoice. I been trying to get a refund from Paypal at first, but they closed my case without any valid reason. Then I had no choice but to contact my credit card co. And they told me that after dealing with Paypal only. That they could not issue a refund on the my credit card. I sent both parties pictures of the packaging and item. Bottom line, Paypal just gave me the run around. Their protection plan is useless! Paypal told me to file with iC3.com, a gov website.

Sounds as if you filed a dispute for non receipt of item instead of item received but not as described ie WRONG ITEM SENT so not as described.

So of course paypal would close your dispute if the seller had trackable proof of delivery as you received an item from them.

If you had opened one for not as described you would probably have won and would have had help with return postage costs if you had activated the below link at some point since you opened your paypal account....or the one for your country as that is the .com link.

Hello kernowlass,

 

I did file as not as described, Paypal still to this day refuses to work with me. this case was filed back on Nov of 2020. And my credit card co has been going back and forth with Paypal for over 4 months. (From the notes sent to me by my CC co). and on March of 2021, my CC co. sent me a letter stating that the case will be closed, due to the lack of information from Paypal. Paypal sent my CC co. A reply from the seller Best franchise store, statements that were fraudulent and Paypal backed up the seller. I even got a phone number for Best franchise store that Paypal sent to my CC co., which I obtained from CC co. Of course the phone number was a fraudulent number. Paypal did not do a through investigation against the seller. They knew the co was fraudulent and yet did not back up their buyer protection policy.

 

I called back and talked to a live operator and after her putting me on hold for 45 minutes. The agent came back on the phone and told the same story, that since I also filed with my credit card co. They are responsible. I mentioned to the person, I guess the Paypal protection is useless. The person had no answer. And kept on saying that my credit card co. is still responsible. Frustrated and I don't plan on using Paypal for future CC transactions. Paypal gets a commission from the CC co., yet does not back up their customers.

 

Thank you for the return info, I will try it. If Paypal is willing to pay for the cost of shipping the fraudulent product back to China. And the limitation time has not expired, since Paypal put my case on hold forever.
