Being asked for tracking (why?) on buyers unauthorised purchase dispute and Paypal won't respond

Buyer has wanted to reverse transaction citing they did not authorise purchase. 

I sent items (proof of posting not tracking).

 

I received order and provided goods. 

Don't understand why the insecurity of their eBay and Paypal sites so someone could do a transaction using their ID is my issue.

They have not said they did not receive the items nearly 2 months ago. 

 

Resolution site requires me to upload tracking in order to respond. 

Why is tracking needed in an unauthorised purchase case?

They have not asked for proof of order...

Resolution site said I could also respond via chargeback email which I did but have had no response.

Also no response from chat message page. 

 

Why is this my issue and does anyone know if I am going to get charged here as I can't seem to find answers via help pages.
