Been falsely chargebacked, negative balance but want to use PayPal

Someone has chargebacked me on 2 transactions and I've been charged the £14 fee on both of them, leaving me with a hefty negative balance! However, I still want to continue using paypal for some payments, but I must pay off the negatives first. However, will PayPal pay me back the fees later if I pay them off now? Or will they keep the money?

If you have been charged the chargeback fee then it meant that for whatever reason you did not have seller protection so paypal will sadly not it appears be reimbursing you.

But in the email they sent it says 'Under certain circumstances, that fee will be credited back to your Paypal Account'. Doesn't that mean I have a chance of getting it back?
