Bank requesting 6 digit authorisation code

I had tried to purchase an item which had failed on the merchant’s end, but they still debited my account. I have tried various ways to get in touch with PayPal which led to absolutely no resolution, even after trying to raise a dispute which ended up closed. My bank had advised me to contact PayPal again to receive a 6 digit authorisation code so they could reimburse me the money as there is no product to be received, but after much trying I am unable to get in touch with anyone that’s not a robot. Does anyone know how I go about getting said code when it’s virtually impossible to speak to a human?
