I received a sick puppy...I took it back within 5 days...they refuse to refund the money I paid via PayPal. What do I do...I dont have the puppy.

Buyer protection does not cover you for items personally delivered or collected.
Why didn't you take it to a vet?
If you funded your paypal payment via a credit card then you could talk to your card issuer for a chargeback or take private legal action against the seller?

I did take it to the vet..after I got him home after a day he started getting sick..had seizures...emergency room..he almost died...the vet advised I take him back...i had him only 5 days. Does PayPal help with getting my money back?

As i said you have no buyer protection for items that are personally delivered or collected.
Try your credit card as I suggested above?
