Is there any situation here where their buyers filed a claim that they don't received the items but they actually did but still filed a refund? Who's most likely win the case, a buyer or seller?

If the seller provides paypal with a tracking number that proves delivery of the item to the buyer then they would probably win.

Okay so what if it's a virtual game transaction but I can provide our conversation and agreement. Is that acceptable?

Nope, paypal do not take into account emails / chats or messages in a 'game' etc.
You need to read up on seller protection and see what they will and will not accept for digital transactions.
