Australia post can't send return, limited time

Hi, I'm trying to return a parcel for a refund and I should of qualified for free return shipping but Australia post apparently won't currently ship out to Taiwan and since Paypal have time restrictions on disputes I'm freaking out and can't even seem to get in contact with Paypal directly to ask them for an extension. Does anyone know what to do in this situation?

I hope you paid with credit card, so you can dispute through card issuer instead. They may have broader terms than PayPal.
