Attaching an image to a resolution centre response fails every time

Hi, I am replying to a seller for a dispute in the Resolution Centre.

However when i attach an image it fails every time, saying something went wrong and to try again.

I have tried this on both the Iphone app and also the PC browser, both says that same thing every time.

 

The picture (.jpg) is very small, only 25kb. I have tried the instant message feature but no one at PayPal seems to bother replying.

Anyone have any idea please? I can't be the only one that happens to, thanks.
