Asking for legal size utility bill for security reasons

We have had issues with mail delivery to our physical address. Post office recommended Post office box which has solved the issue. We now have gone paperless with all our bills. Now PayPal is demanding with physical address. Provided picture of current bank statement which also shows physical address and it isn’t good enough! Unfortunately my license too has my P.O. Box Very frustrated.

Proof of address
These documents must be dated within the last 3 months to be considered acceptable:

• Current utility bill dated within the last 3 months
• Bank, credit card, or financial statement
• Cell phone bill
