Are scamming buyers encouraged?

Following a recent negative experience I had with a customer, where PayPal dismissed my service provided, I'd be interested in an official statement from PayPal:
Is PayPal encouraging customers to scam freelance artists for free labour?
Because that is literally what the verdict in this case tells me.
As it stands, PayPal apparently refunds money to anyone who states "I didn't receive them" or "Item differ from what I wanted",
even when it comes to commissioned handmade graphics/art, that are exactly as requested / advertised. 
That makes it super easy for scammers to order art and then say they don't like it and get money refund, as often as they want.

Are your items sent in the post OR digital / virtual?

If the latter then paypal states you have no paypal seller protection, you can sell them but at your own risk.
