Is it possible to appeal a resolution that was resolved against me. I ordered & paid an item in Dec 2020. I never received the item. I tracked the package & it says it was delivered to the post office to deliver to me & gave me a tracking number. The number was NOT a usps tracking number. It said it was delivered by some company & signed for. I didn’t say where it was delivered or who signed for it. It wasn’t received or signed for by me. I filed a resolution thru PayPal & the same information was sent to PayPal that was sent to me. Same results. Then PayPal asked me to send proof that “I had received the item”????? How can I do that when I still haven’t received the item to this day?
