Appeal a case that has been half-denied

Long story short, someone accessed my account and managed to make two purchases. Both of these purchases were to the same merchant and within minutes of each other.

I made a claim that included both purchases. Shortly after I filed the claim, one of the purchases was deemed unauthorized and I was refunded for that purchase. I thought the second purchase would be just as swiftly resolved.

Hours later, I get an email saying that the second purchase was deemed to be an authorized purchase and that my claim was denied.

 

So I try to appeal the claim. But the thing is, I can't seem to appeal it. I've googled how to do this. The best thing I've gotten was from Paypal themselves.

  1. Go to the Resolution Center.
  2. Click Report a Problem.
  3. Select Closed cases in the drop down menu and find the claim you wish to view.
  4. Click Appeal in the action column.
  5. Provide information for your appeal and follow the on-screen instructions.

But the thing is, I can't find "Appeal" in the action column. The only button in the action column is "View".

Is the help page outdated? Is there a new way to appeal closed cases?

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
