Any way to remove account restrictions as a parent?

This is a bit odd to say the say least, but this PayPal account was made by someone who sells on eBay under parent supervision, which is myself. He is 18. However, he does not own any of the required documents for PayPal to authorize identity such as a Drivers License or Passport. We do however have SSN but other than that that cannot work alone. Is there any way we could confirm identity using parent/guardians ID? We sold something recently and losing that much money would be a big hit

so the Paypal account is in his name,he is 18 and have SSN.
does he have a bank account?
he should call Paypal and ask.
