An item was not received. Dispute was closed because seller provided the tracking Number

How can I get a refund for an item I never received? The case was closed by paypal when seller provided tracking number from Hermes. 

The tracking number proves I dont have the item which is clearly lost in their system 4 weeks later! 

Only the seller can contact the courier company Hermes as the contract is with them! I need the dispute re-opened and the money refunded.
