So, I recently sent my payment to a seller using the goods and services option. However, they still wouldn't ship my item if I don't click "confirm shipment received" first. They insist that it's safe for me to confirm this as I can still file for a dispute provided that this does not exceed six months. If I click "confirm shipment received" like she suggested, would PayPal then still guarantee my buyer protection?

NO, you NEVER confirm receipt of an item if you haven't received it.
Tell them you will confirm receipt when you have received it as it WILL negate your buyer protection if you do so beforehand.
Also if they make you wait tell them you will file a dispute for non receipt of item which will impact their held funds in the future and the new seller hold may be re-implemented or extended.
Advice is voluntary.
