I am trying to purchase an item with a seller overseas via a money transfer. The seller sent me a money request via email. In the note it said the name of my item. Am I covered with PayPal buyer protection if I do not receive the item?
You may be covered for non receipt of item dependent on what you are buying etc but how would you win a 'not as described' dispute if there is no description.
Your best bet is to go and read up on buyer protection so you can risk assess your transactions.
