After a thorough review of your PayPal account, we're initiating its closure

We've had this account for at least a decade, we've been using it on a couple of e-commerce websites. We've had no problems, no disputes, no chargebacks or anything. A couple of "my parcel didn't turn up" which we instantly refunded.
But now we've just received an email from Paypal saying, "After a thorough review of your PayPal account, we're initiating its closure in order to protect us from potential financial losses".
Confusingly, when we log in it says, "We noticed activity in your account that's inconsistent with our User Agreement, and therefore we can no longer offer you PayPal services".
So which is it, and what might have caused this? Why are they closing down an active account to "prevent losses" when there have been no issues on the account? Are these "reviews" done manually or by some algorythm?

PayPal does review accounts regularly, and any concerns with security, violations of the User Agreement or Acceptable Use Agreement, compliance obligations, etc., could lead to a permanent restriction. Additional information beyond what would have been provided to you in a notification and/or email would not be available due also to security concerns....in other words they don't actually give you a reason.
Advice is voluntary.
Kudos / Solution appreciated.
