After 180 days, still can't reansfer

My account was limited then permanently Deactivated. I was told to wait 180 days in case there were chargebacks or refunds so PayPal wouldn't be responsible. Well- that day has came!! And I Received the Email stating I was eligible to transfer funds to my bank account. Here lies the issues: 1. I'm not affiliated with either one of those bank accounts, and even further (and bigger) 2. Most of my money is on those little goals and they won't lift the bar on it.. Any suggestions?
