Additional dispute information

I opened a dispute in February against a China seller who sent me a completely different item than what was ordered (purchased folding jigsaw puzzle table at $47, and received a keychain.) I have received several emails from the seller since opening the dispute. I've been offered a 15% refund, 20%, and a 30% refund IN RETURN FOR NOT LEAVING ABAD REVIEW. Most recently, seller requested that I return the keychain to China, at my expense, and they'll fully refund me (or, I should email when I receive notice of receipt to remind them to send my refund.) How do I add this additional information to my original dispute?

They won't refund you unless you send back trackable so escalate the dispute to a claim and paypal find in your favour and tell you to return the Chinese tat you received.
