Add tracking to a case?

Hi, I cant add tracking to a case, it doesnt show up in the resolution center. I have an email stating that i need to attach this info by the 31st, so it is quite urgent. If i follow the link in the email, it gives me a generic error has occured message. I have messaged paypal support about this also.
