Account was tagged for being underage, how do I get my funds

My account was tagged for being underage mid august of last year, upon being locked I did some research and apparently once I became 18 an email would be sent to me allowing me to retrieve my funds, however its been over a week and I have not received an email about the availability of my funds, I still cannot withdraw the funds, access the limitation removal area, close my account, or change my account type. Please help.

The account is fried so the only that you can do with the account is withdrawal but you need PayPal to email you that is ok to do so first.

Once you're of age, you'll need to contact customer service as guest user and reference this account to get a new account opened because if you use the same account information, the account info can be cross-referenced to the limited account may later be blocked as well.

What should I do if I dont have a second card that I could link to the account that I would transfer my funds to?
