Account was limited more than 180 days ago and i never received email on how to withdraw money.

Account was limited on 25th October 2019 and money should have been withdrawable on the 22nd April. I never received an email telling me that i can withdraw my funds and cannot do it via the transfer tab. PayPal support (via both message centre and phone line) are literally contactable as I've tried over and over calling and messaged them well over a month ago and never received a response.
Poor customer support (yes i am aware of what is currently going on - other companies have still manage to keep up with their support) is not what you'd expect from a multi billion dollar company so as to why they refuse to release my funds is an unknown. I'm not stupid and I know the reason for the hold is to allow for any charge backs to occur within that time-frame as 180 days is the deadline.
