Account temp limited

So when I had fraud a while back, my account became locked. I did most of the steps no problem, but the problem I do have is trying to confirm my bank. So it suppose to try to confirm my account, but it can't, because I had my bank close that account a while back. I can't add a card or change anything, Can't even close account, and paypal hasn't provided a non machine answer. So I really don't know what to do.
