Account taken over - money stolen - Paypal won't respond

I got an email from Paypal saying there was a new login on my account and did I recognize it. At the same moment I got an email from Paypal saying a new email had been added to my account. Ever since then I can't sign in - my correct email is not recognized - and over $1000 has been stolen through this account.

 

This happened several weeks ago. I tried phoning but the message says: due to high call volume we won't be able to talk to you. I connected by chat (this all takes hours) but they told me to call the phone number. By chat they told me they would fix the problem and send me an email when it was fixed. I received the email - it said sign in to your account - of course I can't because my account doesn't exist any more.

 

Any suggestions? I got on a chat tonight with "Rajib" but after about 20 minutes of doing nothing that would help he just stopped responding completely...
