Account setup problems

Hello,
I am having a greta deal of trouble setting up a PayPal Account. I have never had a Paypal account but made payments on Ebay CB Decals and Gumtree via PayPal. For some reason while making a payment recently I received a message saying "This card cannot be used try another card". I then decided to setup a PayPal account to try and rectify the problem, while trying to link my card I again received the message "This card cannot be used try another card". I tried the process again and received another message saying "cannot process this request at this time please try again later". When logging in later I had a message that there was a problem with my account and a request to send my drivers license, a utility bill and to answer a question regarding my political exposure?. As I had concerns in sending all this information I then decided to call the help centre, where the operator at the call centre logged my concerns and informed me that I would be contacted. When logging in again to see if there was a message or something to let me know what was going on I found the following message:

You can no longer use PayPal

At PayPal, we value a safe community for our customers to do business. We've noticed activity on your account that's not in line with our User Agreement and we can no longer offer you PayPal services.

Bank account and card information linked to your PayPal account can't be removed or used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, after which we'll email instructions on how to transfer your money.

My account has no transaction or activity history and I cannot understand what is going on here. I need some help in rectifying this situation.
