Account seems locked and I need it

So i set up my Paypal years and years ago (in Ireland) when I was younger but never got to properly use it because they limited me and would never accept my documentation to prove my identity (my Irish passport).

I decided to leave it and forget about it as I didnt need it but now I really really do so I can use Bandcamp however there seems to be no way to reopen it and the help center or contact pages do nothing. 

I only have one bank account and it's linked to this account so I'm really stuck here. I am not sure why they were lock me down so hard for doing literally nothing..

You need to contact customer services to resolve any limitation OR account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
