Account restricted AND phishing email

I am looking for guidance, but also a bit of a rant. I paid someone $10. In the memo section, I listed someone's name. This name referred to someone who I was covering for an event ticket who doesn't have paypal.
Then my account was restricted. PayPal was asking for the date of birth of the person listed in the memo! (they weren't even part of the PP transaction). I tried to enter that information, but there was not action taken to lift the restriction. I have no idea what the issue is.
Now my account is completely restricted for an indefinite amount of time. To top it off, I got a phishing email from "paypal' telling me that my account is restricted and i need to supply information. I almost clicked on the link.
Would someone be able to tell me what may be the source of this restriction, and how I can lift it?
