Account problem, empty resolution center and only automated responses

How is it possible to get something other than an automated response from support?
If I try to perform any action on the account, like send a payment, or add an email address I get a message that account has a problem and to visit the resolution center, going their it is empty..
I message this to support and i get an automated reply suggesting to go to resolution center.. stuck what to try?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.

have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
