Account permanently locked after providing passport and bank statements with no explanation

I have been with Paypal for over 10 years, and have referred several friends and family to Paypal.  Last week in the middle of the session I was informed that my account is locked and I should provide additional information.  I called the help center and the lady "Ann" said she didn't know why it was locked and that I should provide the information requested.  I provided the information requested including copy of my passport and bank statements showing my address.  Then I get emailed that my account is permanently locked due to "potential risk" associated with it.

 

How can I request Paypal to inform me of the 'potential risk' and work with me to resolve the issue.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
