Account permanently limited

I received an email out of the blue to say my account is permanently limited due to the risk I pose to PayPal. I don't have a business and only use it to buy online or sell a couple of items through depop. I spoke to PayPal who were no use at all saying decision is final, no explanation at all. Anyway there was £19 pending from a depop sale. I got an email oday to say this is now available in my account. However when I try to withdraw is says account error. Do I need to wait 180 days before I can finally withdraw the money? This has to be the most infuriating thing to happen for no reason at all! When I try to use online chat it says agents are offline and still waiting for an answer on messenger after more than a week. I hope someone can give me some advice please. Thanks

If you have been told your Paypal account has been permanently limited then Paypal holds any funds for 180 days as that is the same time frame that buyers have to open paypal disputes.

If no disputes are opened against you in 180 days then 'normally' you are allowed to withdraw the funds as long as you are over 18, the account is in your legal name and registered in the country where you reside.

Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.

Your best bet is to wait until the phones are back up and running and then phone customer services so that you can speak to an agent.
Then they can help advise on how you can withdraw the funds if and when you are allowed to do so.

HOWEVER why don't you get your buyer to open a dispute for non receipt of item and then when he should get a refund if you don't contest it, then he can pay you another way?
