Why didn't paypal contact me?
I want to resume my account ot atleast allow me to create another with my bank details

Sadly you have been banned (not just your account) so any other accounts you try and open will be closed/limited as well.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
