My account was permanently limited and I am not sure why, and I wasn't able to talk to any customer service representative. Every time I try to call, it always prompts to "we cannot assist you as of the moment" or something like that. I cannot wait for 180 days for an instruction on how to withdraw my money. I need my money on my account and I need to remove my debit and credit cards. I have already gone to the resolution center to fix this but still, they limit my account permanently.

Sadly you won't be able to do either, paypal limits it permanently to stop you removing any bank accounts / cards or anything else that may lead to you 'trying' to open another paypal account against their rules.
If no disputes are opened in 180 days then normally you are allowed to withdraw the funds. That is as long as you are over 18, the account is in your legal name and registered in the country where you reside.
Sometimes they confiscate funds under this policy.

Paypal also may request further documentation from you before you can withdraw those funds.
May be too late now but contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
