Account limited

My account has been limited and I was trying to restore it.

Unfortunately, my card has been stolen and got frozen so I am waiting for the card to be replaced with another card.

Paypal requested me to verify my card, but I cannot use that card anymore.

How can I get my account back?

You need to contact customer services to resolve any account specific issues.
Click help / contact bottom left of Paypal pages for options available for your country.

Or have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their facebook or twitter pages.
