It must be some kind of mistake. Same thing happened to me and I'm also not a seller. I only use paypal for payments to merchants, Ebay payments, or sending money to friends/family. Hopefully this is some kind of system issue that can be resolved quickly. I'm still waiting for a response from Paypal.
For each of the things in the limitation PayPal is asking for but you do not have, write a letter explaining why, pdf it and upload it to the case.
Apparently, this is some glitch for non-selling accounts as I am seeing more and more users report this in the forums but go through the motions to resolve it as mentioned above.
