Account limited but no passport or driving licence

Hi,
My account has been limited and I am being asked to submit Photo ID (Passport, Driving Licence etc).
However, I do not possess any of the requested documents.
I would really rather not spend £75 and wait six weeks for a passport just to use my PayPal account again.
I read on the PayPal forums that a birth certificate and letter might suffice. Is this true?
I have tried contacting PayPal but emailing them simply generates an automated reply and calling seems to get me nowhere either.

Also a citizen card is a lot cheaper then a passport for UK proof.
Advice is voluntary.

I already supplied my driving licence when I first opened my account now after 3 months they want more proof. It does my head in
