Got a reply from an agent via the messaging service fairly quickly. Apparently limitation is not a bad thing! Wtaf? Ive since told her the many ways it’s been a bad thing for me, and asked how limitation can be lifted without photo ID, but here is her original response:

Limitation on the account is not something bad it is just a verification that you need to complete. PayPal is complaint to the UK Financial laws and regulations that is why we require you to submit these documents. We may need to verify a customer's identity to protect against fraud, identity theft or to comply with applicable laws.
I have made sure that I have notated your account that you have used the account for your purchase only and do not have requested receipt.
We await for the copy of your proof of identification.
