Resolve the limitation. See what documentation PayPal needs, then supply them to get the account restored. If your account does not get restored but get permanently limited then any funds that end up in your balance can be withdrawn after 180 days.
If the stim check doesn’t go through and bounces back then the IRS sends you a check or debit card.
