Account limitations

Hello! Three days ago, my PayPal lifted my account and now again, they restricted my account. I can’t do anything right now; to send money for my tuition. I can resolve the limitation because I still have no passport to upload the ID. Can someone help me with this? I’m in urgent to send money.
